3577613 - Error 61130 - 'material status does not allow the planning' when running MRP and no PR created.

Symptom

During MRP run, the error message 61130 - "Material xxx. Status xx does not allow the planning run" occurs.
As a result, the material is not planned and shortage remains without any planning proposals get created.
