3577802 - Message "Maximum number of active collector jobs reached(0010)" seen in SM_CCL_COLLECTOR_MONITORING_JOB job log

Symptom

In SM_CCL_COLLECTOR_MONITORING_JOB job log, following message are seen:
"Collectors due: **"
"Maximum number of active collector jobs reached(0010)"
"No further collector runs will be started"

Meanwhile in SM37, it is found that many SM_CCLM:* jobs e.g. SM_CCLM:LUSG_<SID> are not triggered to run.
