3578038 - SAP Desktop Agent version downgraded automatically

Symptom

In SBPA tenant - Agent Update, you set "Managed" mode for the agent. After downloading and installing SAP Desktop Agent with the latest version released (for example: 3.38.59), it almost instantly downgrades to a low version (for example: 3.37.57). Then after a few minutes it will downgrade to a lower version (for example: 3.36.49).
