3578088 - How do I set an approval process condition based on the user who changed a requisition (the ChangedBy field)?

I set up an approval process condition based on the requisition ChangedBy field, but the condition doesn't trigger the approval flow as expected. When I check the requisition after approval, the ChangedBy field is empty.
