3578231 - Unable to complete PDC/Final review step for the Rehire candidates due to attachment Id error

Post Rehire Data Review, below error is shown during Access New Hire Data/Final Review:

The document attachment ID you have provided is incorrect. Please provide an attachment ID that is associated with this person and entity. To find the correct attachment ID, use Ad hoc reporting.

SAP SuccessFactors Onboarding

1. Hire a Employee from Add New Employee with past date or use existing employee
2. Update National ID information and upload an attachment.
3. Now Terminate this user
4. Initiate onboarding same user details as terminated user via Add New Hire to Onboarding
5. During New Hire Data Review/Personal Data Collection update the same National ID details updated for terminated user and upload another file as attachment.
6. This should trigger Second Rehire Check proceed with Rehire with Old Employment (ROOE) and Complete Rehire Data Review
7. Now for this ROOE user during Access New Hire Data/Final Review we get the above exception

• The attachment uploaded for National ID uses PERSON as ENTITY_TYPE and PERSON_ID as ENTITY_ID. For intermediate user when we upload an attachment it uses the person ID of intermediate user and during Rehire Data Review this is not updated to the terminated user. Hence we see the error. 
• This is a Known Issue.

Solution:

• The fix for this issue is planned to be deployed on 2H 2025 release (b2511).

Workaround:

• To unblock the issue, download the attachment and delete it from UI.
• Re-upload the same back and proceed to submit.
