3578931 - DBCON connection to 'Microsoft SQL Azure (RTM) - 12.0.2000.8 Edition: SQL Azure' fails throwing "TCP Provider: Error code 0x2749"'

Symptom

You are up to configure a SAP NetWeaver ABAP DBCON (multiconnect) connection to a 'Microsoft SQL Azure (RTM) - 12.0.2000.8 Edition: SQL Azure' database which runs on a server other than the SAP NetWeaver ABAP system server. 
In ABAP DBACockpit, testing the Database Connection Defined in DBCON or in SE38, by executing report ADBC_TEST_CONNECTION, returns following error message:

B  ***LOG BY2=> sql error 0      performing CON [dbsh         ....]
B  ***LOG BY0=> <message text not available> [dbsh          ....]

C  (99) [HYT00] [Microsoft][ODBC Driver 1x for SQL Server] Login timeout expired
C  ERROR: -1 in function SQLConnectWithRetry (SQLConnectWithRetry) [line  ....]
C  (100..) [Microsoft][ODBC Driver 1x for SQL Server] TCP Provider: Error code 0x2749
C  ERROR: -1 in function SQLConnectWithRetry (SQLConnectWithRetry) [line  ....]
C  (100..) [Microsoft][ODBC Driver 1x for SQL Server] A network-related or instance-specific error has occurred while establishing a connection to SQL Server. Server is not found or not accessible. Check if instance name is correct and if SQL Server is configured to allow remote connections.
