Is it possible to restrict a manager from assigning an item to certain team members?

1. Manager accesses an item detail page and clicks 'Assign to others'
2. The manager is directed to the assignment page where team member user's list is appeared
3. The manager has the permission to assign the item to all the members but there is no way to make restriction

There is no way to restrict assigning course to specific team members. A manager has the permission to assign any course to all subordinates.

If certain users have a special request to not be assigned, it can be discussed individually with the manager so the manager will not assign the item to them.
