3579220 - Comments do not show for non-admin users when DAC and RoleContext are enabled in SAP Analytics Cloud (SAC)

When both DAC (Data Access Control) and RoleContext are enabled, then comments do not show for non-Administrator users.

1. Create a model
2. Enabled both DAC and Role Context
3. View a story based on the model as a non-administrator user
4. Note that comments do not appear
