1. Make sure " Allow employees to edit background image " is enabled in configure people profile > General Settings.
2. Access Home profile of the user.
3. Option to edit the background image is available.
4. Switch to a Concurrent (CE) profile of the user.
5. Option to edit the background image is NOT available.
6. 
7. Access the Concurrent people profile of the user. 
8. Option to Edit Background Image is available. 
9. 

This is a Known Issue.
