 There isn't an API available for creating an invoice list.

This resource outlines the steps to create standard sales orders, generate individual billing documents, and subsequently compile them into an invoice list for the central payer.

There is currently no API available for creating invoice lists. However,  discussing the implementation of a custom inbound API with ABAP developers is possible, as outlined in the 'Creating Custom APIs in SAP S/4HANA Cloud, Public Edition resource.
