3580293 - Delta Initial run fails to generate a new entry into table ROOSGEN, ROOSPRMSC

Symptom

Delta Initialization finished successfully, however it doesn't generate the corresponding entry into table ROOSGEN and ROOSPRMSC as expected.

This issue usually occurs after a system copy or logical system name change.
