3581989 - S/4HANA installation failure: "Archive download/extracted has failed"

Symptom

While installing S/4HANA using SWPM, the error "Transport of archives failed. Check HdbCmdOut.log for more details" was encountered. Upon examining the HdbCmdOut log, the detailed error information is as follows:

com.sap.hdb.sl.lib.utils.cmd.clazz.BackupArchives | Download and extract load jobs: Archive download/extracted has failed.
