3583336 - Unable to add an attachment to the output with the status 'To be output'

Symptom

The system only allows adding attachments to the email output if it is in 'In Preparation' status. Otherwise, the following error message appears: 'Item &1: No new attachments allowed in status '&2'.' (APOC_OR_MESSAGES 173)
