3583656 - catsbp failed with Prerequisite check

Symptom

When running post SBP installation step catsbp, the following error happens:

Prerequisite check failed:
 Cause: One or more of the database initialization parameters "_kolfuseslf"
        and "_disable_directory_link_check" are not set or set to a value
        different from "TRUE".  These parameters are required to access the
        OPatch inventory with DBMS_QOPATCH.
Action: Set both database initialization parameters to value "TRUE" and
        restart the database instance.
