3583701 - Unable to set batch management indicator on material level (MARA-XCHPF) when there're stocks exist

Symptom

When setting material batch management indicator on material level (MARA-XCHPF), message M3530 Batch management requirement cannot be changed; choose "Display errors" occurs. 

With the new batch management functionality, it should be possible to set batch management indicator on material level (MARA-XCHPF) no matter the stocks exist or not.

Prerequisites: The system is with the new batch management functionality (S/4 HANA 1809 and higher release). In t-code OMCE, batch is not being set on plant level.
