Symptom
Rehire with legal entity transfer happened even if the permission Rehire inactive employee with new employment (by "match" in new hire) is not granted.

Reproducing the Issue
- Initiate a candidate in Onboarding until we it's hired in Employee Central
- Terminate the user/employee
- Initiate Onboarding, the system detect the as Rehire with new employment (legal entity transfer)
- Where it should be not happening
Cause
Employee review rule was not configured in the system.
Resolution
If an employee is terminated with a future date, the system still checks if they are eligible for a legal entity transfer, but only if the employee review rule is not configured. If the rule is not configured, then the system will follow a default process. This process considers the future termination date and the hire date, which is why the system is choosing new employment based on these two factors.
