Symptom
For a time sheet workflow request pending final approval in a multi-level approval process, a time sheet recalculation will trigger a completely new workflow request, starting from the first approval level.
For a time sheet that has already been fully approved at all defined approval levels, a recalculation will directly set the amended time sheet to Approved status, as per documented in KBA 3492095 - Workflow not Triggered for an Approved Employee Time Sheet after recalculation.

Resolution
This is a known scenario due to technical reasons.
Following recalculation, the time sheet retains its original status before recalculation. Since a time sheet pending final approval of the workflow is still Pending approval/To Be approved status, when such a time sheet is recalculated due to changes, the system cannot modify a time sheet object already in the workflow. Instead, a new time sheet is created with the updated data and must be resubmitted to the workflow, starting again with the first approver.
To skip the workflow during recalculation, please consider the following workaround:
Assign an empty workflow to automatically approve the timesheet if the login user is 'System System' in the custom Save Rule that triggers the timesheet workflow.
Note: This approach would bypass all approvers in recalculation.
