Symptom
In SCORM 2004 Edition, the 'Content Launch' option remains enabled even if the content is already open in a window, allowing users to open multiple windows. This behavior is observed only in SCORM 2004, not in SCORM 1.2.
Environment

Reproducing the Issue
- Access Learning Administration-> Content-> Content Objects-> Open a SCORM 2004 ed content-> Select Launch Method-> Enable the setting 'Launch in a New Browser Window:'
- Associate the content object with an item
- Assign the item to a user
- Access Learning as a user
- Search and Start the course
- Click 'Launch Content' -> Content opened in a window
- If you minimize the window and notice, the 'Launch Content' button shows enabled and user can click and open a new window again
Cause
This is identified as a bug.
Resolution
The Learning Engineering team is currently in the process of developing a fix that will prevent to users from opening multiple windows using the launch content option.
The fix is planned to be included in the 2H 2025 release.
