Symptom
There is no budget check Error or Warning message obtained when converting a PR to PO.

SAP S/4HANA Cloud Public Edition
Resolution
Let's say the below tolerance limits are maintained for Budget Availability Control Profile:
- A PR is created for 1,000.00 INR.
- The PR is converted to PO with no change in value.
The budget check will be triggered, if
- the budget availability control is active, and
- there is change on the expected budget consumption, i.e. the assigned value is expected to be changed if the transaction succeeds.
During the conversion from Purchase Requisition to Purchase Order , the budget consumption was
- reduced by 1,000.00 INR for Purchase Requisition, and
- increased by 1,000.00 INR for Purchase Order.
As a result, there was no change on the budget consumption. The above condition 2 was not satisfied. Hence, no budget check was triggered, as expected.
Note, before the conversion, the consumed budget for the Purchase Requisition has been confirmed. Then, it is not necessary to check budget again, if there is no change on the expected budget consumption.
