3586464 - Customizing Tenant displays itself as the only target system when creating a Transport Request in Export Customizing Transports app

• When attempting to create a Transport Request (TR) in the Customizing system, the Test system is not available as a target system. Instead, the target system list only displays the Customizing System itself.

1. Go to 'Export Customizing Transports' App
2. Click on create 
3. Click on Target and try to select target
   

This is the standard behavior. The target will always be the ID of the Development System, the Test System will never appear as target.

In S/4HANA Cloud, each change request has a transport target. The target can be:

• Empty: Only changes are recorded. Changes are not available for import in the test system, even if the change request got released. Such change requests are called local change requests. For example, if you develop in software component ZLOCAL.
• /<SID>_ATO/: Used for workbench requests. After the workbench request is released, changes can be imported into the test system.
• /<SID>_CUS/: Used for customizing requests. After the customizing request is released, changes can be imported into the test system.

The <SID>_ATO and <SID>_CUS will automatically use the transport route configured in your system to send the transport to the correct Test System and, after that, to the correct Productive System which is configured accros the landscape.

If you're creating a Transport Request for Business Configuration in Export Customizing Transports, you need to choose the <SID>_CUS so the customizing request can be recorded and released. 

Now, if you create a Transport in ABAP Development Tools for Developer Extensibility, for example, it would be <SID>_ATO.
