3586958 - Navigation options and right click properties are inaccessible after upgrading to 4.3 SP4 P1100

• CMC Navigation buttons are inaccessible after upgrading from 4.3 SP4 P10 to P11
• CMC Navigation options like + (expand) and right-click properties do not work after upgrading to 4.3 SP4 P1100
• Browser HTTP traces (HAR file) shows below errors - 
  we see the request fails with HTTP 500 and subsequent requests fails with 403 – so something is getting blocked  - but within tomcat itself
