It's not clear how the Calculation Base works under condition of Facility.
Environment
SAP S/4HANA Cloud Public Edition
Resolution
In Public Cloud, it's not supposed to see the option "Calculation Base" for Facility.
In CE2508, the option will be hidden.
Currently for workaround, the default option can be untouched.
