3587951 - External learning request - wrong locale when submitting for approval

Symptom

When a user is submitting an external learning request, the Acknowledgement message is always displayed in English even if the user is using a different language.

Reproducing the Issue

As a user submit an external learning request
on the submit for approval page, the Acknowledgement message is displayed in English even if user uses another language.

Cause

The acknowledgement message is populated in System Administration>Configuration >Global Application Settings

Under the approval Process Settings, there is the field 'External Submission User Message'
In this field, you can enter the message to be seen by users when submitting the request.
However, there is no globalization setting for this field so it cannot be translated into other languages

Resolution

Any text required for the message can be populated in the 'External Submission User Message' field
It will appear to users exactly as it is entered in this field and will not be translated.
