Symptom
Scenario 1:
Some administrators are unable to add items directly onto a survey via the Item Usage page Learning.
The error message "The item you specified does not exist or you do not have permission to use it here" is displayed when attempting to add items to a survey.
Admins can add the survey directly to the item via the Surveys tab.
Scenario 2:
The admin has the permission "Edit Surveys Item Usage" but still the option to add items to the survey is missing under Survey > Item Usage tab.

Reproducing the Issue
Scenario 1:
- Log into SAP SuccessFactors Learning as the administrator getting the error.
- Navigate to Learning Administration.
- Access the desired survey under Content > Surveys.
- Go to the Items Usage tab.
- Attempt to add one or more items from the list.
- A validation error is displayed.
Scenario 2:
- Navigate to Learning Administration.
- Access the desired survey under Content > Surveys.
- Go to the Items Usage tab.
- Add one or more items from the list will be missing.
Cause
Scenario 1:
The issue is caused by a change in the system design where administrators who do not have the "Edit Item" permission are no longer allowed to add items to surveys.
Scenario 2:
The permission "Edit Survey" is missing in the Admin's role.
Resolution
Scenario 1:
Review the permissions of the Administrators and ensure that the Administrators have the "Edit Item" permission.
Scenario 2:
If it is not possible to grant the "Edit Item" permission to Administrators due to other restrictions, consider raising this as an enhancement request in the SAP Customer Influence portal.
