3589260 - KW407 error raised even when the cost rate is maintained

Error KW407 "No prices could be determined for object &" even the cost rate is maintained for the combination of cost center and activity type. 

SAP S/4HANA Cloud Public Edition

The price strategy used for activity cost is "Plan price as Average of All Fiscal year Periods".
Thus, system will trying to get the average cost rate of whole fiscal year, which means that the cost center should be valid on the fiscal year start date.

For example, if the company code fiscal year variant is K4, which means that the year start date is 01/01/YYYY.
If Cost center valid from 03/01/YYYY, then system unable to fetch the average cost rate for that company code.

If the average rate is not needed, kindly consider to use SSCUI 102608 - Define Valuation Variants per Plant => Tab "Internal acty":
change the first strategy into "Plan Price for the Period" instead.
Or consider to extend the cost center validity to make sure it also valid on the fiscal year start date.
