3589322 - Form Competency selector with "TIH tag" and "Job Role" filter enabled, fails to fetch the data

When in 360 or PM forms the category filter is set to a certain tag and the Job Role filter is enabled the Competency selector sometimes fails to return data.

1. Open the Form and click on the "Add" button in the competency section
2. In Job role filter pick up any role that has competencies mapped in Manage job profile content
3. Sometimes the filter returns 0 competencies
4. The issue is not reproduced if category (tag) filter is removed from form xml

This is a known issue that is planned to be fixed with a 2504 microservice patch:

• preview systems: April 8th 2025;
• production systems: April 10th 2025.
