3589807 - Cannot create purchase requisition in ME51/52/53N with Central Block ID

Symptom

The users would like to create the purchase requisitions in the enjoy transactions with "Blocked for Central Processing" or "Blocked for Follow-on Document Processing Centrally".

The system returns the error "Cannot create purchase requisition with this Block ID" MMPUR_CP_BASE 000.
