Nudge button is missing for HR person under a new hire within onboarding dashboard

SAP SuccessFactors Onboarding

1. Proxy as affected HR manager
2. Navigate to Onboarding Dashboard
3. Find the candidate
4. There's no compliance task under Compliance Forms, it says "no data"

Wrong target population

While the required permissions, namely  "Compliance process responsible object" and "Compliance process task" are granted to the HR person, the target population doesn't include onboardingExternalUsers, just employees.

To fix the issue, ensure the correct target population is configured.
