3591157 - "360 Executive Review Form Change Notification" sent to Manager when the form is sent back by the Executive Reviewer

When a 360 form is sent back by the Executive Reviewer the "360 Executive Review Form Change Notification" is sent to Direct Manager, despite another role being set as a step owner.

1. Configure a 360 Form with a non-manager step owner of the last modify step;
2. Create a form and complete the evaluation;
3. Initiate the 360 Executive Review process and send the form back to one of the Participants;
4. "360 Executive Review Form Change Notification" is sent to the Employee Manager, and not to the step owner as it's stated in the guide Using 360 Executive Review | SAP Help Portal 

This is the current expected behaviour.
