3591331 - When does Apply Planned Time button show up in the Time Sheet UI ?

Symptom

This KBA explains when Apply Planned Time button will show up on the top right corner in day panel of Time Sheet UI. 
Note: The Apply Planned Time checkbox in the Quick Create is not relevant with this KBA and the Apply Planned Time checkbox will always be available for selection on Quick Create popup.

If you need to hide this Apply Planned Time button, you can just ensure one or more of the mentioned prerequisite is not met, so that this Apply Planned Time button will disappear.
