With the Latest Experience of Performance Forms, on add goal dialog, the option 'Select from Goal Plan' is missing.

Resolution
If the option "Synchronize goals from an goal plan and a review form" is enabled, all the changes in the Goal Plan and PM form are in sync, therefore, the option "Select from Goal Plan" not showing is the system expected behavior as it would be redundant.
