In the Latest Experience of Performance Forms, when Star Rating style is enabled, once the rating is provided, user cannot change it back to Unrated.

Resolution
This is a known scenario and our Development team is working on the fix.
NOTE : In Latest Experience of Performance Management, the circle rating is not supported anymore. And circles on existing forms will become stars.
Currently in latest Experience the users can give ratings using a slider, stars, or a dropdown list.
