Symptom
When using finite heuristic with fair share, having locations that allows late delivery and others that doesn’t, the operator applies fair share equally to each period, not considering that the demand that allows late delivery could be fulfilled later, hence fulling more demands.
For example:
Capacity 5000 per period.
Customer A: Late delivery allowed of 5 periods
Customer B: Late delivery not allowed.
The result is:
Considering the late delivery possibility, the following would allow more demand to be fulfilled:
Yet split is applied in the first period already, resulting in less demand fulfillment.
