3591829 - Completed data collections are reopened after the addition of new waste types

• When new waste types are added through the Import Master Data app it is needed to regenerate the GHG Data Collections so they can appear on the GHG Data Forms concerning the plants in each collection
• By regenerating the collections, all the GHG Data forms in them will receive the data of the new waste types
• This will happen as well to all the GHG Data Forms already set as "Complete", adding new waste types to plants where it is not wanted to be considered for the calculation.
