3591839 - TCMP_60254 with message "Problem filtering stages for CompensateAndPay" when trying to run a pipeline

A pipeline was executed, but the UI returned the following error:

"TCMP_60254:E: =An error occurred while attempting to submit a job. The Grid Server returned with the message: Fatal error in starting job: ++-error :: Controller failed to initialize. Check the controller logs for errors. Error Message: 'Problem filtering stages for CompensateAndPay'. Controller is shutdown."

This issue can also occur when running Validate and Transfer pipelines.
