This KBA explains how the filtering works when doing search in Redesigned Candidate Workbench.

• When doing a filter on the Redesigned Candidate Workbench, adding different fields uses the function "AND". For example, adding a Keyword on Resume and Selecting Applicant type works as Applicant type "AND" Keyword used on the Resume field. 
• When adding multiple keywords on a field (e.g Cover Letter, Resume, etc.) the filter uses the "OR" function. All of the keywords will be searched separately on the fields selected. This also applies with other fields where you select values by checking the available field values. As of the moment, there is no option to make the multiple keywords on a field to filter using "AND".
