Symptom
When a new hire should turn active on a hire date, Preferred Tenant Time Zone configured in Platform Feature Settings should determine when their status should be changed based on HRIS sync. For example, if a new hire should turn active on 2025.4.5 and the Preferred Tenant Time Zone configured in Platform Feature Settings is America/Chicago, then the user's status should be updated upon the first HRIS sync job being triggered after UTC-5.
But the Preferred Tenant Time Zone configured in Platform Feature Settings is not respected, causing employee status to be changed at an unexpected time.

Reproducing the Issue
- A new hire's hire date is 2025.4.5
- Go to Platform Feature Settings
- Note that Preferred Tenant Time Zone is America/Chicago (UTC-5), meaning that the user status should be updated with the first job executed after 2025.4.5 America/Chicago 0:00AM, namely UTC 5:00 AM
- However, the new hire's user status turns active at UTC 23:00PM (which is Europe/Berlin 0:00AM) , because it turns out that the system fetched Europe/Berlin (UTC-1) as Preferred Tenant Time Zone
Resolution
The fix for this issue is planned to be deployed on 1H 2025 release (b2505).
