3592409 - Error: HTTP proxy denies connection (ICM_HTTP_PROXY_FORBIDDEN) in SAP ERP outbound transactions

Symptom

All outbound transactions from SAP ERP to Managed Gateway for Spend&Network fail with error: HTTP proxy denies connection (ICM_HTTP_PROXY_FORBIDDEN) in SRT_MONI.

When performing connection test via SM59, it returns the following error:
IcmConnInitClientSSL: Proxy connection to https://<web service server host name>:<port number> via <proxy name>:<port> failed (proxy returned 403 Forbidden)
