3592423 - Is service binding SYCM_APS_SCOPING in package SYCM_APS could be created without ADT?

Symptom

There is a system upgrade to S/4HANA 2023. According to SAP Note 3007893, service binding object SYCM_APS_SCOPING should be created manually. But if Eclipse is not used for S/4HANA system, there is a requirement to know is it possible to create this object without ADT.
