Finalization failed

The forms for the following users cannot be routed to the next step. Please move the forms back to owners of the Calibration step for finalization.

SAP SuccessFactors Calibration

1. Configure a calibration template, which calibration step's owner is a manager (EM,EX,EH)
2. Create a calibration session and activate the session
3. Select one form to change subject's manager, and make sure the form transferred to new manager
4. Finalize the session, error occurs.
   The forms for the following users cannot be routed to the next step. Please move the forms back to owners of the Calibration step for finalization.

The form is transferred to new manager, which makes the calibration step owner change and results in finalization failed.

Go to Manage Calibration Sessions, select the session and open, deactivate the session and activate it again.
Then system will refresh the form data in the session. The session can be finalized now.
