3593048 - Error: Minimum required version 161 of SAP Note 2399707 not implemented

Symptom

When performing S/4HANA system update/upgrade or S/4HANA Conversion, an error occurred in phase "MAIN_PREDTCHECKS/SUBMOD_S4H_CHECK_EXEC/RUN_S4H_SIF_CHECK_EXEC". 
In the log file "S4_SIF_TRANSITION_CHECKS.<SID>", the following error is displayed:

2EETG011 not implemented.
*************************************************
 
However, Note 2399707 with an equal or higher version was already implemented. It still reports the above error.
