Symptom
There is a need that when a user enters a decision code in partial inspection decision, the follow-up action code linked to the decision must not be changed. This is required to prevent user errors when e.g. an accept decision code is entered and then its follow-up action code is manually overwritten to a wrong e.g. scrap follow-up.
