3593563 - Statement Dump "Failed to allocate" Amount Displays Smaller Value than STATEMENT_MEMORY_LIMIT

Symptom

You see a dump in ST22 which points to a "out of memory" error on a database procedure.

Upon reviewing the database interface details of the dump, you see a memory allocation failed error.

Example: Failed to allocate 3gb (3221225544b).

You are wondering why the dump shows the DB "failed to allocate" such a small value when the total statement memory limit is set much higher.
