3594072 - Language problem during IDOC integration

Symptom

While sending LOIPRO to SAP ME the following error message can be found  in the Queue Monitor: "[STEP = STD_INIT] String index out of range: 0"

In the Default traces the following error message  can be found:

Error in retrieving the supported plants configuration: String index out of range: 0
[EXCEPTION]
java.lang.StringIndexOutOfBoundsException: String index out of range: 0
at java.lang.String.charAt(String.java:658)
at com.sap.me.integration.util.LanguageUtils.convertLanguageCodeToISO(LanguageUtils.java:78)
