3594275 - The Impact of Parameter statement_memory_limit_threshold on Workload Classes and statement_memory_limit

Symptom

Statement_memory_limit didn't take effect as expected when parameter statement_memory_limit_threshold is set. 

Scenario 1:

A statement exceeds the statement_memory_limit, but it may run at some time and  may fail at other time with composite oom. 

Scenario 2:

A statement didn't exceed statement_memory_lmit, but caused global OOM.
 
Scenario 3:

The 2 parameters were set with same values on the 2 systems, same statement may fail on one system but not on other system. 

    You would like to know whether there is an effective method to keep the statement_memory_limit_threshold parameter in place while ensuring a memory limit is in place for that particular statement to prevent OOM.
