3595288 - 'No authorization to start the UI for transaction/SAPSLL/52000644' error when accessing SSCUI 101814 in SAP S/4HANA Cloud Public Edition

When trying to access SSCUI/Configuration Activity "Define Partner Groupings" ID 101814, the following error message is raised: 

• No authorization to start the UI for transaction/SAPSLL/52000644

• SAP Central Business Configuration (CBC)
• SAP S/4HANA Cloud, public editio

1. In the CBC workspace click tab Configuration Activities
2. Search for the Configuration activity: 101814
3. Click on the entry
4. Click button "Go to Activity"
5. The error message is raised.

CAUSE 1 - Missing scope item activation (1WE and/or 1W8)

OR

CAUSE 2 - Missing Business Catalog.

CAUSE 1 - Missing scope item activation (1WE and/or 1W8)

1. 1WE and/or 1W8 should be activated in the CBC and S/4 system.

CAUSE 2 - Missing Business Catalog.

1. The SAP_CA_BC_IC_LND_SLL_GEN_PC business catalog should be added to the BPC_EXPERT business role (or to the similar role in use).
2. Additionally, to have editing rights, please ensure to grant "Write Access" to "Unrestricted" for the BPC_EXPERT business role (or for the similar role in use).

If causes 1 and 2 did not solve the issue, please create a case for the SLL-ITR-TRC component and inform the affected CB user (KBA 2838282).
