Symptom
In Legacy Applicant Workbench, the Candidate Name Sort Preference by "Last Name" is working for external candidates only. Internal candidates are still sorted by First Name.

Reproducing the Issue
1. Go to Recruiting > Preferences > My Display Preferences
2. Set Application List - Candidate Name Sort Preference to "Last Name, First Name"
3. Save the changes
4. Go to Recruiting > Job Requisitions
5. Open a requisition and then go to Candidates tab
6. Notice that internal candidates are being sorted using First Name
Cause
This behavior is expected when adoption of General Display Name is enabled.
(Admin Center > Company System and Logo Settings > Enable adoption of General Display Name)
Resolution
The adoption of General Display Name setting applies to users in the system (like internal candidates). External candidates are not system users hence this setting doesn't apply to them.
When General Display Name is enabled, internal candidates are sorted by "First Name, Last Name" (Display Name) by default and Legacy Applicant Workbench will not respect "My Display Preferences" for internal candidates. This means that internal candidates cannot be sorted by "Last Name, First Name".
While General Display Name does not apply to external candidates, the "My Display Preferences" will be followed when sorting external candidates in Legacy Applicant Workbench.
Hence, when "My Display Preferences" is set to "Last Name, First Name", external candidates are sorted accordingly while internal candidates are always sorted by First Name (Display Name).
