3595337 - Access Requests at the Risk Owner stage are only reaching certain users

Access requests at the Risk Owner stage of the workflow are only reaching certain users, despite all being part of the 'IAG_WF_RISKOWNERS' user group.

Generic Scenario:

Someone submitted an access request that needed this risk owner's approval. When this request reached the risk owner approval stage in workflow, the system sent approval notifications to only 'X' specific people out of the entire risk owner group.

However, our "Risk Owners" user group (IAG_WF_RISKOWNERS) actually contains more members total. For some reason, the other members didn't receive any notification about this approval request even though they're in the same authorization group.
