Symptom
Managers can't share Team Goals outside of their reporting line in Latest Goal Management.

Environment
SAP SuccessFactors Latest Goal Management
Reproducing the Issue
- Proxy a Manager user who is the owner of a Team Goal.
- Go to Goals > Manage Team Goals.
- Click on the 3 dots on the Team Goal card what you would like to share.
- Click on Share Ownership.
- On the pop-up window, there is a + sign in the 'Co-owners' title row - click on that + sign.
- Search for the target Manager who is outside of the owner's reporting line.
- Choose the target Manager and click on the 'Share' button.
- See the error message: Goal cannot be shared.
- Click on 'Show Error'.
- See the error message described in the Symptom section of this KBA.
Cause
Missing "Goal Plan Permissions" permission with target user in target population.
Resolution
This behavior is expected by design in Latest Goal Management.
To share a team goal to another user in Latest GM, the current owner should have both Goal Plan Permissions and Share Team Goals permission in RBP with target population containing the target user.
