3595736 - Subcontracting Phantom Item Explosion not possible via BAPI - SAP ERP & SAP S/4 HANA

Symptom

When creating a Subcontracting Purchase Order (PO) using transaction ME21N, the components of the Phantom item (Phantom item indicator: DUMPS) explode as expected. 
However, when the item is added using BAPI_PO_CHANGE with POCOMPONENTS the same does not work.

Or user BAPI_PO_CREATE1 to a Subcontracting Purchase Order (PO), the input Phantom item is not updated in BoM.
